Try cleaning your card in Extreme, using ALTERNATIVE glitching. Then, see if you can write a bin and return a valid ATR....don't unloop first, just go right to cleaning/alternative.
Possible you've got some old corrupt crap on that card. The above method might do the trick.

Try Starglitch again, after you unloop and write your bin, CLEAN the card (if it will) before you attempt to write a 3M. Use the default settings with Starglitch...if you don't, and you haven't configured it for your own settings, you'll get a script error.
If it will clean, you might try applying something different...an act script, or a different 3M. See if you can get the card to do anything.

some times you can just put a bin on after it unloops that has a program on it all ready and stick it in your tv and watch it for a day and that will fix the problem. after you unloop it will ask for a bin file, put the good bin on and dont do any reading cleaning or anything. just put it in the receiver and dtv will clean it up for you.

After unlooping write a old bin on it that has a USW 0700 0r older one like USW 0600. Sometimes this loosens the card up and makes it write the newer update a lot easier to take.Writingt the original bin that the card came with also might work even better. Then right the bin that is working with the USW 0800 update and the the 3m and see what happens.
