USB atmega256 and local problem

My buddy just bought a USB Atmega256 from Milli. I have no problem with the card working except the locals. I have added the tier but no locals in remapped area nor the 7000's. I know the tier is there because my plastic is using the same file and my locals work fine. Is anyone else having problems with this? I have even followed Fubar's direction to the tee, but no locals. BTW, I'm using the new 3.07 file.

did you click the button in romripper that says remap locals.

It is an od problem I have it sometimes too.

might have something to do with zipcode too, make sure it is corect for the timezone you put.

Yes, I did remap the locals with the correct zip and timezone but still have the same problem. I'm lost on this one.. Any help would be appreciated.
