new to usb atmega

Where can I get tier editor/gen program. Ihave tried search but can't find it.

You can use any tiermaker, but some have reported the
Dark Angel tiermaker and the EnigmaEdit proggy work best.
They are in the FILES section.

What i'm doing wrong I can't open atmega usb software. I have tried few and non of them opens.
