What exactly does it mean in romcode when it say's "Error: Timeout while reading from CommPort"

It means that it could not read a valid card.

Did you insert the card in the correct direction?

Was the card up or down?

etc.....

get it frequently, re-insert and it works

Yes! Do you have another to try or can you get your hands on one? Is it a card or a BGA, BTW?

it's a External ROM103 chip card

try cleaning your chip maybe not making good contact

The BGA cards do seem more prone to problems or at least the ones I have had contact with seem so.
