Rom103 Function?

Found an old Rom103 Rev383 card in the closet. Dates back a few years and been out of the stream for at least four years. Wondering if anything can be done with it to get programming. Emulation, perhaps?

Also, what would be involved - equipment and file wise - to make it workable, if indeed it is useful?
