Two receiver

When i Had dish I got two receiver. the one has a card but the other dont .how did the one work without the card in it .

Sure you can program it!!! All you have to do is that the chip out of the receiver and then mount it to a bga board. Mili sells bga boards so you can get a good look at one there..
