Component 'MSCOMM32.oxc'

Guys can someone shed some light on this error msg. I had to reinstall applications on my pc and cannot runC phoenix at this time getting error message: Component 'MSCOMM32.oxc' or one of its registries is not installed correctly. I have the missing file but can't remember where on my pc I need to install it. Can someone refresh my memory please

try google searching for the file, download it to your working directory. Works for me all the time.

also try searching for the answers in the forums, i've seen it many times
