I have a 811 reactivated card slot and mounted chip on a bad rom 102. My question is do we treat this same as rom102 or as and icam?

Do a search for move data space and look for skinerds post.
The answers is yes you can treat it like a 102 If you move the data space from A500 to A700 I think.
That is why they make blockers for icam and plastic the info on the eeprom is located in different areas.
I think skinerd writes a clean 102 bin to icams but dont quote me on that until you look for yourself.
You prolly want to move data so you dont lose your married info for your 811.

Writing a 10c or similiar bin will overwrite the data space and you will treat it same as plastic. Easiest it just to transfer the 811 icam keys top a plastic ready bin.
