Since I installed an internal MaxMel in my 3100, the IRD takes plastic fine (when I unplug the phone plug). It detects plastic fine and works fine.
The problem is with atmegas, both 128 and 256 legacy. When I insert either cards, IRD waits for few seconds (longer than usual), then I get "card not inserted properly".

Is that because of the MaxMel? I mean why does plastic work but not atmegas? I am not talking about getting channels, I am talking about just getting the card detected by IRD.

You running a one, two or three chip emu board? Some boards don't have the switch chip needed and it screws things up.

Did you program your atmega with 3.5 ISO clock settings? If not the please try that.Might help b'coz phoenix loader defaults to 4.5 and you have to change it manually to 3.5 otherwise it gives smart card not inserted properly error..Thanks
