I think I answered my own question. I found a copy of workmens flash edit and opend my saved flash and choose 501-508-510 sk remove applied it, reopened new saved flash and fixed crc save flash and virigin eeprom. wrote it to 510 and plugged it in and is now working. still kinda wondering why my first try wouldn't work with just changing ird info and bk keys. sorry if this is a dumb question but have not had to mess to much with these pvr's or doing a vidmod.

What you are doing is going from an SK receiver to a DT08 [for public numbers] receiver. To do this, you need to remove the SKs, IRD# and BKs [from 3FFF40 - 90], then put the new [public] IRD#, BKs, and CRC in a different location[3FFFC0] on the TSOP. The fs file does all this for you, but just changing IRD# and BKs wont work, as you now know.
