this is functionally identical to fathi's repack-1.96.3, but some cleanup asthetics.
* has the necessary 10C versions of the EEP bins and all needed rom10 and 102 rombins.
*corrected the title of the program when it loads to display "Cemu 10C 1.96.4" and modified the included cemu.conf (taken from version 1.96.2) for use with minimal hardware requirements.
* includes the necessary CWSDPMI.EXE for MS-DOS bootdisks.
* modified the included Makefile to create the binary filename "cemu.exe" the same as older versions. tested and compiles with DJGPP, MinGW, and Cygwin.
