This may have been asked before so dont slaughter me but I did search and came up empty. If I have a 311 and I pull and read the BGA can it be put to a .cor file and emulated on with 10c on the 2313?

Re-sub? Is that like using rsakeys in gendt? You have the emu running on the 311?
