locals on cemu

I hope some one can help trying to get locals on cemu open dish bin in NagraEdit 4.1 And try to patch the local that was made in MR-TierWorks dont work. Change the dish bin too .bn10 but still cant get to work. Please can someone tell me how to get local on the dish bin running private numbers. I read the sticky on it but i guess I'm a dummy because i cant figure it out. thanks for any help.

I fould a how to some where else It tell how to update all the tiers on a rom10 just change the dish bin to ep10.If you guys want it tell me where to put the how to at.
