No. The 381 is a re-badged 811, where Charlie rubs out the last "1" and stencils in a "3" in front. Along with this cosmetic change, it has a new factory-installed BGA TSOP that disables the MPEG-2 HD channels and only allows the use of the SD channels. However, the HD hookup to an outside antenna still works, so the component video outputs also still work.
Bottom line: Like it's predecessor (the 811), the 381 is not jtaggable, so the no-RSA keyset will not work with this IRD. Sorry.

No, they are completely different. They have many similarities, like the ability to be jtaggable. Despite it being an older IRD, I prefer the 4900 over the 301, as it has an optical audio output for home theater and the 301 does not. However, the video-in-menu feature for the 4900 takes a few minutes to download from the stream with the 4900 and lasts for about two hours, whereas it's instantaneous and lasts forever with the 301.

Don't know. It's possible that DN will decommission the entire line of legacy IRDs for N3, since there's not many of them left being used as subs. If that's the case, only DP IRDs will work. This is all conjecture on my part, of course.
