I've done some reading but i don't quite understand.

This is straight out of the guide: ". If you’re in one of the big U.S. cities, you need not be concerned about “transponder” strength because you are under the beam you need. But if you’re outside any of those cities, or even outside of the USA, you will need to experiment or perhaps consult a special transponder map. The map will tell you which major USA city is closest to you, and thus has the strongest transponder signal. If you are beyond 200 miles from that city, you may not be able to capture any locals programming at all, unless to install an oversized dish antenna."

I find this alittle odd because i live more then 200miles from any major US cities and i can capture locals.

My idea was (since i have a old generation receiver and i'm able to catch the locals on numerous channel 300's, 400's, 600's and 900's) to modify my activation script the capture locals from coast to coast.

Example: eastern will be in the 300's, central would be in the 400's, mountain in the 600's and pacific in the 900's.

Is this possible?

Some locals are in the national beam......and some spot beams are fairly large, you can get Denver locals in Albuquerque, 440 miles away, for example.

Therefore if i live in the east coast, there is no chance on catching pacific locals. Right?

Except for NEW YORK you are correct! They are in the 300s where everyone can get them. EAST /WEST COAST NATIONAL BROADCAST. :)You can get the LA locals in the 300s also.(National broadcrast ).
