Seeing as how youre new to this why don't ya start with testing Atmega's...then once you have learn't the basics of testing upgrade yourself to a new challenge and test Plastic.
There is NO safe testing method out there that will not get hit by ECM sometime in it's existance.

In your case ebay is the best option. Check the feedback on the seller. Deal with one with little or no bad feedback. Unfortuntly, in order to combat testing sub's are usually required for new system purchases.

I do recommend reading up on the best systems for testing though. As a general rule of thumb the best starter unit is a 2700. Several models are 2700 no matter what is on the sticker so do a bit of reading to find out which are which.
