I had one of these and here's what I found. There was an open circuit between one of the pads under my header pins and it's associated trace. If you have a digital ohmmeter ( make sure its digital and not analog ) use the diode check function. Mine gives me a " beep " signal when there is continuity or a ### reading for high resistance. Place one lead on the gnd pin of your header pin assembly and then check all the other pins one at a time . with 420's I always get a reading of .601 for the nearest to the gnd pin, and .753 for the rest. The receiver I had all zero's with the jtag had an open circuit reading on the 3rd pin. To fix it I had to scrape off the coating on the trace and graft a hair wire onto the trace and connect to the proper pin. After the jtag read the chips no problems. Hope this helps.

Good Rule of THUMB If you have a VOM meter Ohm out all connections AS some solder just want mix & you have a Bad connection!
MERRY CHRISTMAS ALL

Set the meter to 200 K touch 1 lead to the GND pin, then check all the rest 1 at a time with the other lead. You should get a consistent reading on them all.
