Yes they can. You will need an eeprom programmer and a blank 27c160 to replace the prom in the unit.
If you don't have any of this stuff already, it's gonna cost you about $140. A dremel tool would be handy too. $70

Modding any 500 series IRD is for a dedicated hobbiest only, it costs too much to have it done, and is expensive for the casual hobbiest to do by himself.
Be a lot better off to get a 420 or 430 and mod it.
