I don't know the answer for #1 and 2. It's a new IRD, don't have one.

3. Cemu uses an interface board called Max-Mel board. It consists of a Max232 and Atmel 2313. The 2313 must be flashed with a firmware. It function is to convert the baud rate from IRD to match with PC baud rate. Not the season interface board used with SLE or Kryptonite. But you could modified one by adding the 2313 chip and flash it. Anyway, the keyword here is Max-Mel.

What ever emu software you choose (cemu, dos toad, Winvu ...) the Max-Mel board is a must.

The current Dish/Expressvu/Nagra system uses a non-standard data rate (140,625bps)
In cemu or WinVu the comport is set at 115200K, then the firmware from the Atmel 2313 converts to macth with the IRD.
It's possible to modify the serial card to match with the odd baud rate. This way you could use the season interface or 1 chip emu (1489). But so far only WinVu could work with mod serial card. The ISA card is easy to mod, stay away from the PCI card. The most easy card was the Lava ISA card. The SIIG dual serial port (ISA) works fine too.

The Lava Dserial 550 has the 3.6864Mhz xtal installed. You would replace with a 4.553 xtal. Meanwhile the SIIG dual serial port has 7.373 Mhz, replace with 9Mhz as you calculated.
As I mention in early post that only Winvu works with the mod serial port. Cemu works too, but has trouble to start up. You would start in Winvu, after the commnunication links, shutdown Winvu then start cemu quickly. It works, but not pratical. The last free Winvu was version 3K, I don't known it still work with the last round of ECM.
