Yes when I lived in Arizona I went there a lot for years, had my boat and a lot of friends there.
I don't think the level of skill is there, and what there is is concentrated in a few hands and any money like all that drug money down there will go to the same people not the masses that could put it to good use. There are a lot of assembly plants there but it is all rote work learned by memory and the workers usually don't have any idea what they are working on unless it is a car or a suitcase. They don't have TV's as a rule, many do not even have electricity. (unless they live in a city)
