JTAG on Delphi SkyFi?

Here is the inside of my Delphi SkyFi.
The two red arrows indicate the screws to the case which holds the chips. The head to the one on the left is on the bottom, and there is no hole to access it thru the circuit board. Looks like the case was screwed together before the assembly was soldered to the main circuit board.

However, that sure looks like a JTAG TAP on the lower left corner of the board. Can an oscilloscope be used to determine which pads carry which signal? How would I identify the boot from link access?

Need some ideas on how to proceed.

Does it look like a single layer board or a multilayer?
What I am wondering is how difficult it might be to trace the 10 solder pads on the main board (which I suspect is a JTAG interface) to their respective pins on the chipset.

A single layer board will make this more do-able. If this is a multilayer board, it could take days with a meter.
